Sen ensimmäinen koelento tapahtui 20. maaliskuuta 1931.
Koneen moottori oli alitehoinen ja kone oli lento-ominaisuuksiltaan huono.
Nuori Arvo Ylinen tuli tuolloin VL:n palvelukseen ja ehdotti muutoksia.
Moottori vaihdettiinkin tehokkaammaksi.
Kone vaurioitui vuonna 1933 eikä sitä korjattu.
Sen runkoa käytettiin opetusvälineenä aina sotien loppuun asti.
Viimeinen puurakenteinen lentokone joka on ollut suomen ilmavoimien käytössä.
Konetta ei kehitetty II-mallia pidemmälle.
Yksi Paarma oli ilmavoimien käytössä vuosien 1931-1933 välisenä aikana.
Konetta voitiin (ongelmien takia) käyttää lentotoiminnassa yhteensä 105 tuntia.

VL Paarma was a Finnish biplane, two-seated trainer aircraft, designed by the State Aircraft Factory (Valtion Lentokonetehdas) for use with the Finnish Air Force. A prototype was constructed in 1930-31 and made its maiden flight on March 20, 1931. The aircraft was however under-powered, and the flight characteristics were poor. Suggestions for improvements were made and the engine was replaced by a higher powered one. The aircraft was damaged in 1933 and was never repaired.
Gadfly: The last wooden aircraft that has been in Finnish Air Force.
The machine is developed for model II further.
Continue war time: The last wooden type airplane was captured Russian LaGG-3.
One of the Gadfly was the Air Force during the period between the years 1931-1933.
The machine (because of problems) could used flight operations only 105 hours.
